Which things are an allegory: for these are the two covenants; the one from the mount Sinai, which gendereth to bondage, which is Agar. For this Agar is mount Sinai in Arabia, and answereth to Jerusalem which now is, and is in bondage with her children (Gal. 4:24, 25)

Paul, though seldom using allegories, here sees the literal Hebrew law, with its ceremonies, as typified by Agar (Hagar), who brings forth children destined for slavery. This law, he feels, still keeps Jerusalem and her children in bondage. Weymouth translates: "All this is allegorical; for the women represent two Covenants. One originates on Mount Sinai, and bears children destined for slavery. This is Hagar: for the name Hagar stands for Mount Sinai in Arabia, and corresponds to the present Jerusalem, which is in bondage together with her children." His footnote says, "To this day the Arabs call Sinai 'Hajar.'"

But Jerusalem which is above is free, which is the mother of us all (Gal. 4:26)
