The report of the Schley Court of Inquiry was made public December 13. There are practically two reports. On many points the Court were agreed, while on others Admiral Dewey stands alone. On these points Admiral Dewey submitted a supplementary report.

The Court held that Schley did not go with all haste to Santiago and that his conduct prior to June 1. was characterized by vacillation. dilatoriness, and lack of enterprise. His coal reports were misleading and the famous loop should not have been made.

In regard to personal bravery, the Court held that during the battle of July 3, Schley was self-possessed, and encouraged the officers and men to fight courageously.
