How can I pray about stressful global situation in a local way? I often feel overwhelmed by world issues.

That overwhelmed feeling is the primary thing to address. And it usually comes from being entranced by the problem. You can't really move along into prayer too deeply when you start with the problem. I know that sounds funny, but it's true.
