The Queen Regent has affixed her signature to the treaty of peace between Spain and the United States. The signed treaty of peace will be forwarded to the French ambassador at Washington, M. Jules Cambon, for exchange with the one signed by President McKinley.
President McKinley may be able to issue the formal proclamation of peace between Spain and the United States upon his return from Thomasville, as the exchange of ratifications will probably be made within a fortnight. As soon as proclamation is made of the exchange of ratifications, the Spanish government will receive the $20,000,000 promised in the treaty.
It is believed the Duke d'Arcos will be the new minister from Spain to the United States when diplomatic relations are resumed.
