"The world is moving"

People have been coming out from under a long winter of dictatorships—from the Philippines to Chile and Argentina, to East Germany, Poland, Romania, and Czechoslovakia. In some ways it seems like spring for the human spirit.

With a practically audible sigh of relief, a newspaper columnist recently wrote, "... [the century] enters its last decade with spreading acceptance of the value of human spirit free from domination." The article was headed: "The world is moving." The New York Times, February 3, 1990 .

There is an immense amount to be grateful for. Yet, the fact is that the subject of human freedom has probably never needed more watchful attention, more courageous, discerning support.
