National government

Ethically the United States Government is by no means "clean as a hound's tooth," partly because it's "big government," partly because it's complex government, partly because it's the biggest dollar spender in the nation, and partly because Congress is an apathetic watchdog.
Congress is particularly apathetic about policing itself.
For that matter the press doesn't probe very deeply these days, emitting only a small yelp when the Pentagon undertook to "manage" the Cuba news, and leaving it to a Texas weekly to uncover the Billie Sol Estes case.
