Governor Foss of Massachusetts has submitted to the Legislature in a special message his public utilities bill. It establishes a single commission to supplant the present railroad and gas commissions, assume the duties of the highway commission as far as they concern telephone matters, and some of the duties of the state board of health. It is to consist of five members holding office for terms of five years, at salaries of nine thousand dollars with one thousand dollars additional for the chairman.

The Standard Oil stock has been steadily increasing in value since its "dissolution" by order of the United States supreme court, until today it is worth one hundred and eighty-one million dollars more to its holders than at the time of the decision. In consequence, by direction of Attorney-General Wickersham, an investigation of the activities of the company in the manipulation of the affairs of its former, subsidiary companies is in progress.

George F. Cotterill of Seattle. Wash., a single taxer, running on a municipal ownership platform, was elected over the "recalled" mayor by about fifteen hundred. The question of single tax, which required a three fifths vote, was defeated.
