Obliged to agree

Early this year my wife and I moved into a condominium, our first taste of condo living, and condo government. The building has just three units, so all owners serve on the condominium board. There's the couple upstairs (with their golden retriever, Maui, who sometimes comes to the meetings but doesn't vote), the single guy downstairs, and us. It's a "vintage" building with typical period details, and maintenance "issues." The pleasant news to us was how we would deal with those issues. The board's standing rule is that every decision must be unanimous. A dissenting vote means we don't act on the matter. A discussion might begin with several divergent views, but we're obliged to agree.
